they sound awesome, very loud... they work by letting the over pressure gases out to atmosphere direct through the screamer pipe, usually that stuff goes back into the exhaust bypassing the turbo and you of course dont hear it... I had one fitted to an EVO very impressive noise, but can be a pain as it is LOUD all the time when expressing over-pressure..
as for is it allowed, well depends on local plod, most of the time people wont hear it cos it only happens when you "on it" in town it wont work unless you a complete nutter!!!

how does it only work on full throttle?
You can do it a cheapy way but I wouldn't recommend it.
You need to seperate where the exhaust comes out from the turbine and where it's "Dumped" from the wastegate. eBay sell special turbo elbows (For the 200SX that I've seen) that have seperate outlets, But the bit that sits between the ports can let by gases and it'll just sound like you have no exhaust (Like that slow looking Evo above, LOL) Chances of you finding one to fit the Volvo are slim anyway.

That skyline has chronic turbo lag - would be better with just a decent straight through exhaust on IMHO.
Will still be pretty damn loud with a straight through and de-cat anyway.

you need to have the external waste atteched before the manifold meets the turbo , then you can run the pipe from the external wastegate either to the atmosphere or back into the exhaust, if your after just gettin the turbo to spool up quicker , you could try bigger intercooler pipe work , pedro has 3inch and his 19t spools as quick as a 15g , but he also has a valve on the down pipe , he will be able to tell you better than me
does that have a valve in it or does it come out that pipe all the time coz the cars i have seen them on have had standard style wastgates not to loud exhaust till they give it beans then all u can hear is boost? and its not like wastgate chatter its just a big woosh of boost as it spools up
