Means a fault or has a bad earth on the wiring.

I think it is B5 is the fly lead socket you need to connect to and you should come up with a code unless it is an OBD11 system (1995 onwards). (look under the bonnet next to the steering pump found here http://www.volvospeed.com/CheckEngine.php)
