    Yes. I believe the ME7 was introduced in 1999.

    It could be either, 1998 was changeover year, my 1998 V70 is ME7

    Visually there's no difference in the cars, if you're looking at the engine, the easiest way to tell is whether or not it has a throttle cable.

    if you look on the bonnet grill, ME7 has a blue badge instead of the older ones having black

    Could be tricky - being a crossover year, they might have grabbed whatever was on the shelf.

    Mine has the same grill badge as yours, yet mine is pre ME7.
