cruise control problem

got a problem with my cruise control
ive got an early t5r and the cruise control wont activate
read the error code and the code that comes up is for no speed signal
ive checked all the pins at the cruise control module and all the datas there.
on pin 8s of the relay should have a voltage of 0.6 to 7 volts with ignition on and wheels turning and its ther so cant see any reason why it wont activate
anybody got any ideas

turns out that pin b18 on the engine ecu shares the same signal wire as the cruise control relay pin 8s and receives a 0.5 voltage with ignition on and battery voltage when wheels turning

so the voltage I have of 6 volts with ignition on is incorrect and no fluctuation when wheels turning
how could this be
