Does the oil filler have a grid over it or can you see the cam shafts ?.
Try putting a latex glove over the oil filler and cable tie it on the neck ,then start it up if it inflates the glove quite well the pcv needs looking at again or it could be the rings just bedding in still...to the liners.
I take it there is no water loss.

Forged block's with new pistons and rings will blow mate mine's always done it but after 70 odd dyno runs when it was 1st tuned I stopped worrying about it, mine still puffs out of the dipstick, I reckon the pcv pipework isn't wide enough for the extra pressure???

Also if I open the top of the catch tank you can clearly see smoke so the pcv is working

funny thing is when i picked the engine up it had a large diameter hose on it to replace the standard pcv probably 6 or7/8ths in width, i looked at it and thought it looked a bit pony so i put the 2000 miles old pcv on from the engine that i took out. problem is now it's blowing my dipstick out a touch and then oil from the dipstick tube comes out

That's too much pressure for me frank ive built my engine and others which have no smoking or pressure dude to new pistons etc.
Hopefully it will be a blocked breather system i would take the manifold off and go through the system to see if you can find any thing

Take the PCV tank off the engine and connect a 5/8" rubber hose to the lower port in the front face of the engine block where the PCV tank would connect, try to blow through it, if you can hear bubbling from the sump the oil return port is clear, if you can't blow through it it's blocked and needs clearing out, worst case scenario is to pull the sump as the drain channel is cast in to the sump and at the bottom it turns through about 160 degrees meaning the last 2" is inaccessible through the port.

I took this picture after I pulled the sump from my old engine which was also blowing oil out of the dipstick tube, the oil return port was blocked solid with carbon, note I removed the sump baffle plates to make it easier to see the oil port:

In my case it was excess blow-by gas pressurising the crankcase so I had the engine swapped for a better one - Mike
