I've bought some x70R dials for the C70, but the mileage is different, does anyone know if it can be changed, and how. Dials are pre ME7 if that makes a difference.

Not if it can be plugged in and changed, as the needles have to come off and put back on in the right place.
With the dodgy P2 ford DIM, it reloads the mileage from the CEM

Basically no.
If the mileage on the clocks you've brought from "he who should not be named" is less than the c70 mileage dont worry about it. When I find my v70 clocks I knocked 25k off the car and went through the mot with problem.

When I changed my clocks I took 25k off of the mileage from the last mot and had no problems.

Just swapping the faces over is dead easy, that's what I did in my S70.

If they are less than the clocks in the C70 I would just fit them
It would save alot of ball ache taking them apart and ££££ing them up.

If they're analogue then you pick them apart and change them.
Digital can be changed with the "mileage correction" services through exchange and mart.
Different mileage isn't an MOT failure, only lowering it and not telling a future buyer you can get done for. If you're keeping it it doesn't matter
Mines currently reading about 154k where as it's nearer 204k. When I swapped the clocks over I made a note of both mileage in the history. Was only a couple of hundred miles difference anyway
Also found out on the obd1 cars, as long as it's the original clocks, you can get the correct mileage from the reader under the bonnet.
