Are you sure it's the pads, and not the handbrake shoes.

Took the caliper off and rotated fine and freely and it is 6 liters of oil in a v70 t5 2002

It'll probably be the caliper sticking then, you could just try taking it off, and copper greasing the slide bolts, if that doesn't work, it'll either be a rebuild or a new caliper. T5 takes 5.8 litres of oil.
