I've heard of acid being used but im pretty sure you can't just buy battery/hydrochloric acid in your local halfords! What have people found to be the best remover of brake dust that just doesn't want to come off with a steam clean?

Iron X is a God send - particularly with burnt on grime.
Best general cleaner is Bilberry wheel wash. I buy it by the gallon & it dilutes 1 in 5 (so lasts a long time).
Decent wheel wax is also good to stop the build up in the first place.
