First port of call would be clean maf, change air/oil/fuel filters and see what happens.

Got an old discovery now.
I drove both a 2.4 140 and 2.4 170 and neither had good fuel economy, the 140 felt like I was rowing against the tide permanantely... however 17.8 is definately wrong.
As above it needs a service, I would also check the thermostat as a "jammed" thermostat causes appauling MPG. Also the engine warning light may give some indication.
Arguing is pointless....she may not be right but she's never wrong
Tell her a remap is just having your satnav updated.....
Engine looks upto temp so I doubt the Tstat, I would get it into an independent volvo guy get the codes read as it obviously has some and while you there and if they can they might be able to upgrade the software to the 170 model which will give it a bit more too.

I had a 2.4 (170) auto, and averaged around 30mpg, but this was mainly on very good journeys. I think the book fig. was 28mpg for both the 140 and the 170, so 17.8 is way off the mark.
dont drive it...you will get unlimited mpg haha
