My 19t was a lot better than my 18t was and there was a noticeable difference but that could've been down to the angled downpipe from the straight flange.

if your turbo is healthy there isn't really any point, mine was knackered so i upgraded cos one come up at the right time. but you can use the exhaust housing from your 18t and swap it for the 19t's like mine is

If it feels like that, could very well be that diaphragm is split/torn. It will not hold boost, that's certain.

I'm gonna try a blanking plate on it to see if it makes any difference. Someone mentioned the turbo could be cracked, would a smoke test show it?

When you say a blanking plate, are you meaning taking the recirc valve off and putting the plate on? That's not going to change anything as regards the wastegate actuator and diaphragm which I though was what you think is the problem?

Ive changed the actuator already. Could the recirc valve cause loss of boost?

Simple answer is yes - presume your certain that there ain't a leak in any hoses? Also, if you are running higher boost than standard, the recirc valve may be letting it go too soon. Same problem can occur with a BOV (that's why Forge do springs of different rates).
