Looks more like some sort of harmonic balancer, VVT systems are usually oil pressure operated and the pulley is more 'bell' shaped on the front with an solonoid activator on or around the camcover area around the pulley.....could be wrong though.

i would also guess its some sort of balencer also!
would be very unusual to have a VV system just on the exhuast cam, never heard of it my self!
as far as i know they are only on the inlet cam VVt VTEC
or on both like my old MIVEC FTO u should see under the rocker cover of one of those 24v coots, also youtube a dyno run of one the noise is second to none!

cheers, only thing i cant see is why the balancer would be on just 1 cam?? thats if it is a balancer... but my engine gets a distinctive rasp after 3k in anygear like it was some sort of variable system
