From the following question, you will realise just how much i DONT know about my S60. Is a bog standard S60 T5 SUPPOSED to max @ 4k revs?

In a word 'NO' - I believe it revs up just beyond 6000 rpm.

Clearly something amiss if yours won't go beyond 4000.

first question has to be has it been like this since you have had the car?

when you switch ignition on does the ECU light come on, then go off after starting the car? (light may be on forcing limp home mode, but bulb may not be there to show you, dirty trick from a seller perhaps)

either way, a good place to start would be to get a fault code reading session to see if theres any codes there (dealer or some independents can do this too)

    I bet it's an auto

Autos don't rev past 4K when in park or neutral on the later cars.
