In the roof lining centre just behind the front seats is a plastic panel with an electrical plug connected,What does it control?

It's the interior motion sensor for the alarm.

No, its a cctv camera installed by Volvo for new labour to see if you move about a lot and if so they will tax you for the privilege lol.

if its a ex police car it is a cover plate

Yes it is an ex police car but is a standard fitment on P2 vehicles.Also same on C60 just wondered about its function.
