that's normal. i think the normal way to test the boost is to run it in fourth or fifth gear. something to do with load which in your case means 20+ psi. totally up to you mate but i'd turn it down.

sorry, getting a bit confused here but why do you want a tighter actuator when you're hitting 20psi?
is it because it doesn't hold it till the redline?
if it is and i could be wrong but it...
just my own opinion but i'd turn the bleed valve down so it doesn't go over 14psi. asking for trouble imho.
have you replaced hoses and checked for boost leaks? if you have and it still wont go...
apart from a tightened actuator dose the car have any other mods?
pyaap has some 18" team dynamic alloys for sale on T5D5 for, i think £400. unused iirc and the same dimensions as the S60R wheel..........

its not that bad of a job to do, even i managed it when i first got the car. any guide you see may make it look complicated but all you need to remember is, in essence, you're taking off the inlet...

easy way to tell? measure your 60-100 going through the gears as in the video above, on a private runway obviously. if you're around the 7 second mark it'd be close, if you're around the 10 second...
which is why i counted the 60- 100mph from 100-160km/h.

only had the ds2500s on my previous car which was probably 2-300kg lighter then the volvo and i had bigger discs on that as well - 315mm discs on a 1250kg car. they were fine on that car, no idea on...
i'd probably just get volvo pads tbh. up the budget to about 120 odd and you can get ferodo ds2500s which i used on an old car to good effect but not on the volvo. i wouldn't use anything in between...
