Reg numbers starting with a C prefix are Welsh registered cars with CE being registered in Cardiff. I'm guessing its an ex South Wales Police car.

Its reading threads like this that I thank my lucky stars that I have a company car that gets replaced every 4 years.
My old one was SY52ULN and was a Northern Constabulary force car based in Inverness. I never found any pics of it though.

If you are the registered keeper of the car you can apply for the owner history from the DVLA. This should show which force it was registered to, this is what I had to do to find out who had my first...

The dipstick is usually located behind the steering wheel ;-)
I would still rule it out by swapping it with the spare and taking it for a spin.
That buckled wheel may explain your shaking (unless its the spare wheel of course)
