This would be my first guess. Of the possible causes, it's one of the preferable ones. A new radiator and a flush and you're good to go again.

The passenger side airbag is different too between 97-98 cars and 99-00 cars. The dash top is the same and the bag can be swapped over between dash tops though.

This is really sound advice. The cars are of the age now that 'value' is really relative to what someone will pay. An 'enthusiast' type, like you'll find on here, will likely pay more if it fits...

Great info on the wheel bolts, we don't believe it to be an issue (unless you want to run a spacer). I'll do some more measuring and look at it further though. Thanks heaps!
I think 18" wheels look a bit oversized though you can get away with it if they're 18" Pegs with a very low profile tyre and the car is super low.
17" wheels look pretty good.

If you have standard springs in the car they'll be fine. They're not ideal for more spring rate and lower ride heights though.

For the 320mm S40/V50 T5 AWD (and LS-LV Focus ST) calipers and rotors to go on a 1997-2000 850/x70, we use the same line for the 302mm brakes.

I'd say you're correct - assuming the tapped holes in the caliper are the same as those in the Volvo/ATE caliper, you may even be able to re-use the line for the 302mm brake setup.
