Simple answer is yes - presume your certain that there ain't a leak in any hoses? Also, if you are running higher boost than standard, the recirc valve may be letting it go too soon. Same problem can...

When you say a blanking plate, are you meaning taking the recirc valve off and putting the plate on? That's not going to change anything as regards the wastegate actuator and diaphragm which I though...

If it feels like that, could very well be that diaphragm is split/torn. It will not hold boost, that's certain.
