I dont think its a requirement to have self levelling on new cars either, as some new (3 year old) cars do not have them fitted. Its certainly not an M.O.T requirement either, as long as the lights...

Sounds like the solenoid is staying engaged for too long, possibly needs strip down and overhaul.
