If it feels like that, could very well be that diaphragm is split/torn. It will not hold boost, that's certain.
if your turbo is healthy there isn't really any point, mine was knackered so i upgraded cos one come up at the right time. but you can use the exhaust housing from your 18t and swap it for the 19t's...
