Headlamps very clean, wipers stuck on!

My brother in law's '98 V70 was bought with the headlamp washers inoperative, on investigation he found a connector unplugged behind the front bumper which when reconnected puts the wipers and washers on permanently. :confused:

What do you guys reckon, broken wiper stalk in some way or stuck relay? or something else?

Prob a stuck relay or a short somewhere.Had similar issue on a non-Volvo car once, was a short bypassing the switch - took hours to find!
Time to get the tester out I think!
