volvo d5 wont start when cold

My volvo wont start in the mornings
I have checked injectors and replaced one
Changed the glow plugs
Checked there is power going to them
I have drained the filter
And checked relay
Help me please
Its sending me crazy

You say "drained" the filter, why not change it
These d5's are a stickler for clean fuel filters.
