How can you tell the difference from the gas and oil shock.Ive fitted a pair of shocks to my car and one side sits higher than the other by an inch

Yes gas shock rebound, oil don't. I.e oil shocks slow the movement of the spring and gas shock try and push against the spring to straighten it. Most gas shock are still filled with oil.

did you install the springs correctly? and tighten down the mounts

Shocks do not affect ride height.
Either you have a weak spring or something else is wrong with your suspension.
