Hi.

How many turns roughly on average does it take to adjust the actuator arm.?

Think mine is a little weak.

Start small, 1/2 to 1 turn, go for a spin, another half to 1 turn if required. a boost - o - meter will help. While you have the actuator arm off, give the waste gate itself a wiggle - open shut a few times to make sure it's moving fully and not jammed.

It depends on the state of your actuator - my last stock one was very weak and took 5-6 full turns to hold boost. It wasn't always like that and it just deteriorated over time. I "think" if the actuator is working perfectly then 1-2 full turns from no pre-tension is likely to put you in the right ball park. If you can use a pump and boost gauge to set up the actuator then there is an opening pressure which you should aim for - these pressures have been posted before but off the top of my head I don't know what it is for your car. As has been advised I would only add pre-tension a little at a time.
