fog lights

my fog lights wont come on iv checked the fuse and its fine.
i went under the car to look at fogs and they are different to what the book says, the fitment is H3, bought new bulbs but still dont work.

any ideas what could be stopping them working

could be the relay also when you press the switch does the light come on for them?
