Key fob prob

Done the 5 times on and off, But it won't program.
My old fob makes the LED stay on after I press the button, So I know it's working okay.
New fob doesn't do anything.
Changed the batteries and the fob is beeping, So thats working.
Any ideas?

Fobs look the identical, Except the new one doesn't have unlock/lock written on the button.

Could well be the alarm control module, they can only store so many fobs, after that they need clearing out, sadly this is a dealer only option (or so I'm told).
