heavy clutch and accelerator pedal

Anyone know of cures for this, clutch and accelerator pedals have always been heavy, clutch never slips but is heavy to engage and the pedal doesn`t return in time with the foot so makes for jumpy driving sometimes, would it be slave, master cylinders, new clutch or would possibly changing the cables in both help. car is a 97 s70 t5.
