hi guys is there a difference in a ex police car ecu to a standard ecu on the same car

Nope, standard, tho some may say that the map is different to start with, but I'd doubt that.

They may be the same but IIRC they are individually coded and software is uploaded which means you can't use an ecu in two different cars.

At least, that was the line when I worked in a dealership - you may know different . . .
