just renewed pcv system and put it back to gether and its tickin over at 1100 rpm when puttin it back to gether the spring on the throttle body had snaped but i manged to repair it could this cause it

there is a small adjusting screw on the throttle housing, but it's very hard to see...

I would get yourself a new throttle body from ebay or a breakers as they should only set you back £10-15 plus delivery. I wouldn't mess with the throttle stop adjustment screw. You may also have an air leak after changing the parts you have. I'd check all over the work you have done and make sure you haven't disturbed anything.
