It's the equivalent of the CBV (compressor bypass valve) which is part of the turbo on our cars.

Well, you would blank it off if you wanted to fit a dump valve.

I don't have mine blanked off, but I have fitted a new diaphragm and spring - and shimmed the spring so it's a bit tighter.
