Aircon pully

When the aircon is low or empty should the pully stop spining when i first got the car the pully didnt spin so i had the aircon topped up and the pully started working but around a yr later the gas had leaked and the pully stoped i was just woundering if this is normal

i know on jaguar aircon if there is not enough gas the compressor will not start, a safety measure to stop any damage, might be the same on volvo's
