I'd replace the oil return pipe first - then assess whether you really need a new turbo.
As for cost, I haven't a clue!

I can help a little with this as I have just replaced the return pipe and turbo myself!

The return pipe was around £15 from memory, and the turbo is anything from £200 for a used item from a breakers, through £400 + vat for a recon unit, to £500 + vat for a new item.

By all means do the return pipe first (Volvospeed.com has good instructions)... :) The lower o-ring seal (where the pipe goes into the engine block) is a common point of failure.

Hope that's of help.
