Think a photo is needed. I was on my hands and knees with a big torch looking in a similar place for the access to the MINIs OBD. Found it eventually by doing a search on google and looking at the photo someone had put up with a big red arrow on it.

On my 2001 V70 it's as stated above, under the dash, below the steering wheel, around knee area, behind a flush plastic cover.
