Another 'guess the part' question

Found this under the dash.
Is it standard or is it Plod issue?
What does it do? (apart from the obvious)

I am assuming it is a Universal odo divider and the label is a wiring diag.

The rear has a small grey wire going down towards the gearshift and a large black wire going towards the passenger side

not sure on this mate but if the wire goes to the gearbox could be part ov the vascar system the plod use some sor ov pick up for speed and the likes though sure someone with more experience than me will tell something completley different lol

yep id say a odometer divider one for the car the other for the vascar etc
