And It Is Saying Emissions Service And Is Hutting(surging) At Traffic Lights Any Ideas Expensive??

First thing you should do - get the fault codes read. It's not expensive and could potentially save you a lot of time and money on incorrect diagnosis. Either go to a Volvo dealer or a godo local independent with the Volvo kit. The fault codes will give a clue as to what the problem is.
